random leggin query ...???

i know this seems weird but i saw a woman in town the other day wearing these lush leggings.

they were like normal leggings/footless tights but werent too tight. But what was nice about them is they had little ties on the outside bottom ... there was like a little loop with a bow...

they sound weird but i promise you they were nice !!
anyone know what i mean and know where they are from???
